Correction to the Above
written by BrianP, November 01, 2007
There is a typo in the HKEY_CURRENT_USER instructions above. The DWord should be: "NoChangingWallpaper" NOT "NoWallpaperChanging".

Example:

[HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindowsCurrentV ersionpoliciesActiveDesktop]
"NoChangingWallpaper"=dword:00000001
"NoHTMLWallPaper"=dword:00000001

[HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVe rsionPoliciesActiveDesktop]
"NoChangingWallpaper"=dword:00000001
"NoHTMLWallPaper"=dword:00000001

No good....

users can still change the wp if they use the right mouse menu over an image.
Excellent instructions with one slight mistake

The bottom bit should read

HKEY_LOCAL_MACHINESoftwareMicrosoftWindowsCurrentVe rsionPoliciesActiveDesktop

i.e. There should be no space inbetween Active and Desktop
